I'm going to go with D. Clearly Elmo is enacting the story in Judges where the Lord commanded Gideon to lead the soldiers to the water and observe how they drank. If Elmo were an Israelite, he'd be so out of there.

Growing up in rough and tumble inner-city Lincoln I bet this is Liva's means of dealing with the reality of the city. It is a representation of the poor choices people make and the consequences which follow.
